I've had to adjust it a little now that Kage is no longer a rank. I always change around the Jutsu distribution to begin with, but not the limitations, that remains the same. From now on, Kage will no longer be a rank, but will be a respectable job. To earn it, you must be Sannin level. You village must vote you into this position, unless the staff deems you a good candidate for the position (meaning the village would be in need of a Kage whether they like it or not). Those are being sort out right now. Got the ranks done and am working on jobs study

The Ranks are Genin, Chuunin, Jounin, and Sannin. I may include Kage later, but I'm not sure whether it should be a Sannin Job or its own rank.

I just finished making all the Jutsu from Ninja to Taijutsu to Genjutsu, along with Medical and ANBU.
